Housing Needs Assessment and Revitalization Plan Project Highlights and Results
2016 – 2018 Cleveland Ohio Buckeye Development Corporation – Cleveland Ohio – JQUAD provided consultation to the City of Cleveland and Cleveland Ohio based Buckeye Development Corporation in creating a Transformation and Vision plan to bring new single family, public and assisted and market rate multi-family housing, green space and commercial development to the former Saint Luke’s campus, a development of property formerly owned by the Saint Luke’s Foundation and historic site of the Saint Luke’s Hospital. To initiate the process, JQUAD performed a technical component consisting of a market analysis, needs assessment, site and neighborhood standards analysis to determine needs, development opportunities and the ability of the area to support the level of development desired based on the engagement of stake holders during the transformation and vision process. JQUAD’s planning efforts resulted in a community vision and revitalization plan featuring actionable implementation strategies. Accomplishments since 2014 include an updated Transformation Vision and Implementation Plan to bring new single family and multi-family housing, green space, commercial development in four neighborhoods, six commercial corridors and to the Saint Luke’s campus. The plan featured affordable housing and economic development strategies for repurposed development and revitalization in four neighborhoods, three commercial corridors and a mixed-use development of retail, housing, and institutional uses. Buckeye Shaker Square Development Corporation estimates an economic impact of $113,500,000 of investment since the initial 2008 plan and plan updates in 2010 and 2014 in various neighborhood projects as proof of the community’s momentum.
